Workforce Connections is holding the first, of what we hope will be regular, RFP 101 Workshops aimed at extending our reach with organizations within the community and sharing information about our program funding opportunities. Timed with an upcoming Request for Proposal release around Re-entry services, the content of the event will familiarize potential partners with the purpose and intent of the Workforce Investment Act of 1998 (WIA), and educate them on how to improve their funding chances by well preparing and submitting proposals for consideration.

Presenters:
Reg Javier, brings over 20 years of experience in workforce development. As the Director of Workforce Advancement for the San Diego Workforce Partnership (WIB), Reg oversaw a budget of over $30 million in One Stop operations, Adult and Dislocated Worker programs and discretionary grants. As the Workforce Advancement Director, Mr. Javier worked with the WIB and leadership to develop a strategic plan and vision for the direction and goals of the One Stop system. This included the development of system priorities, performance metrics, reporting structures and broad operational and fiscal policies as well as procurement planning, design and implementation from RFP development to board approvals of contracts.
Over the course of the past 5 years, Mr. Javier has led several efforts that transformed the entire One Stop service delivery system in San Diego. These efforts were launched as a response to the changing demands of both job seekers and business customers. Client services were transformed by launching an integrated service delivery model that functionally aligned staff and resources to create greater efficiencies, better and more effective services, and eliminate duplication of efforts.
Mr. Javier also led the redesign of the entire business services function and structure for the San Diego Workforce Partnership. In this redesign, new objectives, strategies and expectations were developed and deployed. Policies and performance metrics as well as funding strategies were also restructured, paving the way for a successful Business Services Initiative.
Other initiatives included system collaboration with Economc Development entities, Community Colleges, Universities, Community Based Organizations, Housing Authority, Business Industry, Staffing firms, City and County Programs (TANF, WTW, CDBG,VETS, etc.), and other regional stakeholders and groups. Mr. Javier worked with these stakeholders to align strategies, success metrics, policies, and processes to reduce duplication, increase efficiencies, and achieve a higher level of programmatic effectiveness.
In addition to the program efforts, Mr. Javier also worked with higher education and system staff and partners to develop a 12 unit Workforce Professional Credentialing program that is delivered through the University of California, San Diego (UCSD). The program develops the core competencies of all one stop staff while revealing all of the current and relevant issues and considerations in the workforce arena. As a result, the One Stop operations provide effective and responsive services for job seekers and employers throughout San Diego County.
Reg has also participated in statewide leadership groups. These include being a member of the State of California Workforce Services Executive Team, Co-Chair of the State Workforce Intelligence Subcommittee, member of the State Common Customer Pool workgroup, and member of the State ISD analysis team. The responsibilities included group facilitation, strategic visioning, policy development, project creation, project implementation, public presentations, evaluation, and interaction with stakeholders internal and external to the workforce system and at all levels.
Similarly, Reg has worked with several local Workforce Investment Boards and operators to facilitate strategic planning and innovation. This work has led to the development of new language and program designs for new RFP processes. In addition, Reg has been an evaluator for proposals in several local regions (one of which was workforceConnections), the state and at the federal level as well.

Tom Kavanagh, brings over 12 years of experience in workforce development. As the Vice President and General Manger for JobWorks, Inc, an Indiana based non-profit focusing on workforce development programs and services. As Vice President and General Manager, Tom oversaw a budget of over $10 million in One Stop operations, Adult and Dislocated Worker programs and discretionary grants in Indiana, California, and Ohio. Mr. Kavanagh worked with each region’s Workforce Investment Board and committee leadership to develop a strategic plan and vision for the direction and goals of the One Stop systems. This included the design of the local system, its policies, processes, community partnerships, and performance metrics.
Over the course of the past several years, Tom was on the leadership teams that transformed the entire One Stop service delivery system in for several regions in Indiana and California. These efforts included transforming client services to respond to the changing demands of local businesses and job seekers, as well as implementing an integrated service delivery system that coordinated the efforts and resources of staff to remove any duplicative services. Each region was able to create a system that served its clients more effectively and develop staff efficiencies.
Outside of WIA Adult, Dislocated Worker, and Youth, Tom has worked with several other programs including Rapid Response, National Emergency Grants, TANF, Welfare to Work (Non-Custodial Parents), Ex-Offender initiatives, Child Care Development Fund, Veterans Workforce Investment Program and Career Advancement Accounts.
Tom also participates in national and statewide workforce leadership groups. These include being a board member of the State of Indiana ACT State Council which focuses on working with ACT products in education and workforce initiatives across the state. And, Tom serves as a member of the board for the United States Conference of Mayors Workforce Development Council focusing on workforce issues at a national level.
